In 2013, Beijing promoted the passbook project of domestic waste treatment.

　　First, increase the capacity of domestic waste treatment and improve the operation and management level of facilities.

　　1。 Construction of Nangong Domestic Waste Incineration Plant, Chaoyang District Domestic Waste Comprehensive Treatment Plant Incineration Center, Haidian District Circular Economy Industrial Park Renewable Energy Power Plant, Shunyi District Domestic Waste Treatment Center (Incineration Phase II) started.

　　Responsible units: Municipal Municipal Appearance Committee, Daxing District Government, Chaoyang District Government, Haidian District Government and Shunyi District Government.

　　Co-organizers: Municipal Development and Reform Commission, Municipal Bureau of Land and Resources, Municipal Environmental Protection Bureau, Municipal Planning Commission and Municipal Housing and Urban-Rural Development Commission.

　　2。 Accelerate the construction of Tongzhou District Domestic Waste Comprehensive Treatment Center project.

　　Responsible unit: Tongzhou District Government

　　3。 Construction of Jiaojiapo Comprehensive Waste Treatment Plant in Mentougou District was started, and preliminary work such as Biological Treatment Center of Chaoyang District Domestic Waste Treatment Plant, Fengtai District Domestic Waste Treatment Plant, Fangshan District Domestic Waste Comprehensive Treatment Plant, Shunyi District Organic Waste Treatment Plant, Huairou District Waste Incineration Plant, Miyun County Domestic Waste Comprehensive Treatment Center and Yanqing County Domestic Waste Comprehensive Treatment Plant was completed.

　　Responsible units: Mentougou District Government, Chaoyang District Government, Fengtai District Government, Fangshan District Government, Shunyi District Government, Huairou District Government, Miyun County Government and Yanqing County Government. 　　4。 Construction of kitchen waste treatment facilities such as Dagong Village Kitchen Waste Treatment Plant in Haidian District, Fengtai District Kitchen Waste Treatment Plant, Lujiashan Kitchen Waste Treatment Plant and Dongcun Kitchen Waste Treatment Plant was started, and Nangong Kitchen Waste Treatment Plant of Beijing Environmental Sanitation Group was transformed.

　　Responsible units: Haidian District Government, Fengtai District Government, Shougang Group, Capital Group and Beijing Environmental Sanitation Group.

　　5。 Complete the totally enclosed renovation of Nangong Composting Plant and Huairou Comprehensive Treatment Plant of Beijing Environmental Sanitation Group, and further improve the pollution control level of garbage disposal facilities.

　　6。 Improve the city’s leachate treatment capacity and level, and complete leachate treatment facilities such as Gaoantun Incineration Plant in Chaoyang District, Liulitun Waste Sanitary Landfill in Haidian District, Banbidian Domestic Waste Landfill in Fangshan District, Nangong Composting Plant of Beijing Environmental Sanitation Group and Datun Waste Transfer Station of Beijing Environmental Sanitation Group.

　　Co-organizers: Municipal Development and Reform Commission, Municipal Finance Bureau, Municipal Environmental Protection Bureau and Municipal Appearance Committee 7. Promote the construction of on-site resource treatment facilities for kitchen waste in universities, large catering enterprises and party and government organs in Beijing, and improve the on-site resource treatment capacity of kitchen waste.

　　8。 Completed the treatment of 75 informal landfill sites.

　　Second, promote the classification and reduction of garbage sources, and improve the level of domestic garbage resources.

　　9。 The annual growth rate of domestic waste production in the six districts of the city is controlled within 2%, and the growth rate in the outer suburbs is controlled within 4%.

　　10。 Consolidate and improve the classification of domestic waste in 2400 residential quarters, continue to create residential quarters with domestic waste classification standards, and more than 60% of residential quarters in the city will achieve garbage classification standards.

　　Eleven. Continue to promote the construction of the city’s renewable resources recovery system, study and formulate a recyclable catalogue, and gradually establish a statistical system for renewable resources recovery.

　　Responsible unit: Co-organizers of the Municipal Commission of Commerce: district and county governments, the Municipal Development and Reform Commission, the Municipal Public Security Bureau, the Municipal Finance Bureau, the Municipal Bureau of Land and Resources, the Municipal Environmental Protection Bureau, the Municipal Planning Commission, the Municipal Housing and Urban-Rural Development Commission, the Municipal Appearance Commission, the Municipal Administration for Industry and Commerce, and the Municipal Statistics Bureau.

　　Twelve. The recycling rate of domestic waste reached 48%.

　　Thirteen. All districts and counties should build at least one recycling facility for fruit and vegetable waste in large-scale wholesale markets for vegetables and fruits, so as to centrally treat waste vegetables and fruit waste.

　　14。 Formulate a plan for recycling garden waste, promote the construction of garden waste treatment facilities, and gradually realize centralized treatment of garden waste sources in the city.

　　Three, standardize the management of construction waste, promote the construction of resource reuse facilities.

　　Fifteen. Accelerate the introduction of construction waste transportation and disposal cost standards.

　　16。 Implement the Opinions on Strengthening the Application of Construction Waste Recycling Products (J.J.F. [2012] No.328) and carry out the application of construction waste recycling products. Responsible unit: Municipal Housing and Urban-Rural Development Committee

　　17。 Accelerate the construction of construction waste recycling demonstration projects. The construction waste recycling projects in Shijingshan District and Daxing District have completed the main project construction, and the construction waste recycling projects in Chaoyang District, Haidian District and Fengtai District have completed the project establishment and demolition work and started construction.

　　Responsible units: relevant district governments, Shougang Group and Municipal Road and Bridge Group.

　　18。 Do a good job in the cooperation and guarantee of the joint law enforcement of construction waste transportation, deal with acts that hinder the staff of state organs from performing their duties according to law, and severely crack down on acts that violate public security management and are suspected of illegal crimes according to law.

　　19。 Severely crack down on leakage, dumping and dumping of construction waste, regularly organize relevant departments to carry out law enforcement inspections on leakage, dumping and dumping of construction waste, no transportation permit, and no airtight cover, investigate and deal with illegal acts according to law and expose them.

　　Responsible unit: Municipal Urban Management and Law Enforcement Bureau

　　Fourth, implement the whole process supervision of garbage disposal and strengthen the fine management. The harmless treatment rates of domestic garbage in six districts and suburban counties reached 100% and 92% respectively.

　　21。 Promote the construction of supervision system for the operation of domestic waste treatment facilities in districts and counties.

　　22。 Build the metering system of integrated circuit card for garbage disposal facilities (Phase I).

　　23。 Promote the professional collection, transportation and resource treatment system of kitchen waste oil, and gradually realize the standardized and grid management of kitchen waste and kitchen waste oil.

　　Five, thoroughly implement the "Regulations" of Beijing Municipal Domestic Waste Management, and gradually improve the system construction.

　　24。 Improve the relevant standards of domestic waste classification in rural areas, and study and formulate subsidy policies.

　　26。 Implement the "Regulations on the Management of Domestic Waste in Beijing", strengthen the standardized collection of kitchen waste, and organize two special law enforcement inspections throughout the year. The standardized collection rate of kitchen waste in each district and county has reached 40%, and the standardized collection of kitchen waste oil has been realized.

　　27。 Strengthen the publicity of domestic waste management, make full use of newspapers, radio, television, internet and other media to popularize relevant knowledge, and improve the public’s awareness of domestic waste reduction and classification.
