Since July 2000, in accordance with the unified arrangements of the State Council and the provincial party committee and government, Guangdong Province has launched a special rectification campaign for entertainment places, and no new entertainment places such as song and dance entertainment, sauna massage and video screening will be approved in the province. If new hotels and restaurants really need supporting entertainment service facilities, they should be strictly examined and approved in accordance with regulations.
The "Opinions" issued this time comprehensively clarified that all entertainment service places in Guangdong Province will be approved and registered according to law. First, entertainment places, residential service places and other service places are strictly divided according to regulations; Second, the principles and procedures for the approval and registration of various places have been clarified according to law, and which industries need pre-approval, which departments need approval, and which are directly registered by the administrative department for industry and commerce; The third is to emphasize the supervision of entertainment service places. After the entertainment service places are registered, the industrial and commercial department shall provide the list to the public security department within 10 working days, and resolutely crack down on the phenomenon of "pornography, gambling and drugs".

Why was it banned in the first place?
