According to the Basic Data Specification for Comprehensive Management of Social Security jointly issued by the General Administration of Quality Supervision, Inspection and Quarantine, the Central Comprehensive Management Office and the National Standards Committee, since March this year, residents need to send express mail with their real names.

As early as the launch of Express real-name registration system, this system has aroused extensive discussions from all sides: on the one hand, a series of bloody cases have made people call on the government to further strengthen supervision; On the other hand, in the face of the serious disclosure of personal information security, many people expressed concern about the security of personal information under express delivery in real-name registration system.

More than 70% of netizens’ personal identity information was leaked.

"I don’t know what to do!" Xiao Wu, a citizen of Chongqing, complained to the author.

Not long ago, Xiao WU GANG in Chongqing bought a new house, but the various harassing phone calls that followed made her feel a little worried. "After we buy a house, we always get calls from various decoration companies, and sometimes we can even get a dozen a day, but I don’t know where these companies got my calls." Xiao Wu said.

In real life, there are not a few people who face this kind of trouble like Xiao Wu.

According to statistics, in terms of personal information protection, the personal information leaked by netizens covers a very wide range, among which 78.2% of netizens’ personal identity information has been leaked, including the netizen’s name, education background, home address, ID number and work unit. 63.4% of netizens’ personal online activities have been leaked, including phone records, online shopping records, website browsing traces, IP addresses, software usage traces and geographical locations. In terms of the adverse effects of personal information disclosure, 82.3% of netizens personally felt the impact of personal information disclosure on daily life.

Dr. Jing Tao, a senior engineer of China Academy of Sciences, explained to the author the personal information situation in the era of big data: a large amount of personal information of customers is stored in the express logistics management system because of express delivery business, and what is stored in this system is the data ocean of social business relations, including personal identity information, telephone number, work unit and home address, etc. However, there are still blind spots in the supervision of these massive information.

"For example, a district-level courier company transit agency can grasp all the recent logistics circulation information in the region. In the context of the current underground economic chain, it is inevitable that some people can’t resist the temptation." Jing Tao said, "That’s why someone will sell maternity products after giving birth, someone will recommend decoration when buying a house, and someone will recommend insurance when buying a car."

It is suggested that the infringed party directly hold the courier company accountable.

"China’s laws clearly stipulate the protection of citizens’ privacy rights, but there are many problems in implementation." Xu Wenping, a lawyer of Dacheng Law Firm, believes that "it is very difficult for citizens to defend their rights through litigation because of the difficulties in identifying infringers and obtaining evidence and giving evidence, and it is also difficult to investigate the responsibilities of infringers."

"Unlike the leakage of large quantities of information, sporadic and individual information leaks are difficult for the public security departments to crack down on." Zhang Yonghe, a professor at Southwest University of Political Science and Law, said, "After information collection, it will be uploaded level by level, and information leakage may occur at any level. Even for public security organs, this investigation is very difficult, not to mention individual citizens."

The difficulty of obtaining evidence and giving evidence reduces the illegal cost, but there are still huge economic benefits behind it. According to the statistics of "Investigation Report on the Protection of Internet Users’ Rights and Interests in China (2015)" released by internet society of china 12321 Internet Bad and Spam Reporting Acceptance Center last year, in 2015 alone, Internet users suffered a total loss of about 80.5 billion yuan due to personal information disclosure, spam and fraudulent information, with an average loss of about 124 yuan per capita.

"Therefore, the promotion of express delivery real-name registration system requires us to establish a set of relevant systems to regulate the express delivery industry, including establishing relevant responsibilities and improving the accountability mechanism." Zhang Yonghe said, "For example, in the event of personal information disclosure, the infringed can directly hold the courier company accountable and let the courier company bear the responsibility for information disclosure. The personal supervision responsibility of the courier will be transferred to the courier company to which the courier belongs, so the difficulty of litigation will be greatly reduced. "

Strengthening customer information security requires departmental support.

"The security of citizens’ personal information has never been an isolated issue. From the information security of the country to the information security of enterprises and individuals, it is a complete whole. It is necessary for the whole society to work together to establish a complete and effective institutional system from the aspects of law and consciousness. " Xu Wenping said.

The supervision of the express delivery industry requires the cooperation of all relevant departments. On October 22nd last year, 15 departments, including the Central Comprehensive Management Office, the Ministry of Public Security, the Ministry of Industry and Information Technology, the Ministry of Land and Resources, the Ministry of Transport and the State Administration of Work Safety, requested to carry out nationwide special actions to clean up and rectify dangerous explosives, deliver logistics and investigate and resolve contradictions and disputes, and fully implement the "three hundred percent".

"In recent years, private express delivery has developed rapidly, but there is also a mixed situation in the express delivery industry, which has caused many problems. Therefore, in the establishment of courier companies, the industrial and commercial departments need to have a strict review of the ability of courier companies to protect citizens’ personal information. " Zhou Shangjun, director of the Legal Department of Southwest University of Political Science and Law, believes.

In addition, in the destruction of personal information held by courier companies, the support of relevant units is also needed. "Strengthening customer information security requires the support of relevant social departments. For example, enterprises have encountered a problem when destroying express orders in a centralized way: because of the special material and large quantity of express orders, many recycling companies do not accept them. If the enterprise incinerates itself, it will cause air pollution and fire hazards. The destruction of express orders also requires the support of relevant industries or government departments. " Zhou Shangjun said.

Using technical means to control citizens’ personal information

"Information protection is a whole project. The degree of information protection needs to be improved now. Besides the construction of the system, we can work hard in many other aspects." Xu Wenping stressed. "For example, our ID number, just by this set of numbers, ordinary people can extract information such as a person’s place of origin, birthday and even gender with a little interpretation, which is very unsafe. In some western countries, this information is encrypted in a special way and only relevant experts can interpret it. "

"For now, we can effectively control the personal information of citizens under the express delivery real-name registration system by setting up permissions." Jing Tao said, "For example, the courier scans the sender’s ID card through the device, and the sender’s personal information will be transmitted to the terminal server through the cloud through this device. The general courier staff does not have the right to view it. In this way, information and express delivery can be divided into two parts, which can reduce the risk of citizens’ personal information disclosure. "

Jing Tao further explained that this requires the assistance of a more authoritative third party. He suggested that there is a chip in China’s second-generation ID card. If the equipment held by the courier is connected with the information terminal of a third party through the chip, and the third party is connected with the information base of the public security department, the authenticity of the information provided by the sender can be guaranteed. At the same time, the intervention of the public security department can also add another guarantee to the personal information of citizens.

"Realizing safe express delivery not only refers to public safety, but also includes the safety of citizens’ personal information. To let citizens enjoy the convenience brought by the era of big data instead of being burdened by it, only the realization of’ two safes’ is the proper meaning of safe express delivery. " Zhang Yonghe said.
