If they are identified as "talent enclaves", they will be given a subsidy of up to 1 million yuan according to R&D investment, scientific research output and talent introduction. Qualified "talent enclave" full-time high-level talents can apply for provincial talents and science and technology projects in our province. Support enterprises, institutions, social R&D institutions and social organizations to create academician workstations, and give 3 million yuan of construction and operation funding after identification. If the assessment is good or above, 1.3-3 million yuan of performance reward will be given.

(four) support enterprises and institutions to attract talents. Leading groups for talent work at all levels should establish a working mechanism for efficient scheduling and rapid response of talent work, strengthen communication and information sharing among member units, and form a joint force for talent work. All member units, cities and counties should formulate detailed rules for the implementation of policies and implement measures in light of actual conditions. This measure shall be interpreted by the provincial talent office in conjunction with relevant departments.

This measure shall come into force on January 9, 2024 and shall be valid for 5 years. After the implementation of this measure, if there are other provisions in laws, regulations or relevant national policies, those provisions shall prevail.
